The 3-mile rail-to-trail project was designed and constructed in 8-months; a “fast track” effort that District 9-0 administered through the local municipality. DCNR funds were used for design and TE funds were used for construction. The local municipality was the contractor and as project sponsor, owner, and contractor, they interviewed engineering firms to review a cost savings and “fast track” approach to complete the local amenity.
Broad Top Township selected Mackin to complete survey, design, permitting, and construction documents (CD’s); District 9-0 administered the project and Broad Top Township’s Department of Public Works constructed the trail. The plans were completed as a modified project since public advertisement, bidding and contractor selection were eliminated. This helped to greatly reduce the time for planning, design, and bid administration schedules.
The local community immediately reaped the benefits of a completed, non-motorized pedestrian and bicycle route connecting Broad Top Township (Riddlesburgh) to Hopewell Borough. This is the first phase of a four phase project linking 10-miles of trail along the Raystown Branch of the Juniata River in Bedford County, PA.
